Check the cig lighter, they are usally linked on the same fuse.

If it were the clockspring, the air bag light would come on and flash a code 32 then stay lit.

check the horn itself and look for a bad wire or ground or something. you could try changing the horn too. they're not that expensive.

maybe you got water in the horns and they shorted out, problem that happens with fbodies (hence why my horn sounds so gay)

I'd unplug the horn(s) & see if the fuse still blows when you try to "beep"
DO NOT use a bigger fuse!!!
If the fuse still blows, you've got a short to ground
if not.... replace the horn(s)
without all the smart asses comming out of the closet.
Heh...heh heh...

This is what I was going to say.
if you pull the wire on the horn and the fuse doesn't blow, its AIR HORN TIME!
LOL....

Problem Identified. I pulled the Horns off....shook em, I can hear water inside... Now my question is, How in the hell after almost three years, did water get in the horns? O well. Guess its time for some new horns. Should I go back with stockers or go Perry style and get some whistling dixie horns?
