Most of the time you should not have to. Every now and again you get a rotor that is warped new, then you will have to turn it or get another one. Some people turn them anyway just to make sure they are true.

I have actually never heard of anyone having to turn a new rotor but that doesnt mean anything. I would say that you should be safe just throwing the new one on, thats what I do anyways.:D
If it has to be turned, it's defective. Turning rotors is a cheap way to get by on old shit that needs replacement. Apologies to those who are on a shoestring budget, but turning rotors doesn't fix the problem. It simply gives a smooth surface on a rotor that is still warped all the way through (including, most importantly, the vanes in the center of the rotor). Once turned it may once again be smooth on the swept area, but it's still weakened by the extreme heat conditions to which it has been subjected (hence the initial warpage) and is a rotating mass now likely out of balance and prone to further warpage.
If you can, just take it back and get a good one (If it's warped, it isn't:) ).
