FSU PD is really busting our chops for parking on the curbs in front of dorms while making deliveries and want us to use parking lots. According to the FS, who is right?

2010 Florida Statues, Title XXIII, Chapter 316 State Uniform Traffic Control

316.1945 Stopping, Standing, or parking prohibited in specific places-
(1)Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(c) Park a vehicle, whether occupied or not, except temporarily for the purpose of, and while actually engaged in, loading or unloading merchandise or passengers:
1. Within 50 feet of the nearest rail of a railroad crossing unless the Department of Transportation establishes a different distance due to unusual circumstances.
2. at any place where official signs prohibit parking.

I like that bolded section on merchandise, but in section (1) it also states "or in compliance with the directions of a police officer"

As far as I know most universities can be self governing. They have their own rules for Campus. FSU PD enforces those rules.

Yup...need to look up what the school's policy is for on campus delivers on this...the FS may have no bearing if the schools policy is against it.

Merchandise = Business. Ya know, those guys outside of Bestbuy always trying to fit a 55" TV into that trunk of a Neon kinda thing. When you are met by an employee and are "actively engaged in" loading or unloading the merchandise... or at least that is my interpretation...

And if that is the Statue written on the ticket, then thats what was violated, not a special campus only regulation

I wasn't given a ticket, I'm just curious. Some of the gung-ho officers like to hassle us as much as possible. They say we need to park our vehicles in parking lots and walk (in some cases, a quarter of a mile) to the dorms to make our deliveries. They've been giving a few of our drivers tickets for failing to wear a seatbelt, when moving their vehicle from one dorm to the one next to it. Its pretty damned sad. Don't even get me started on that DUI checkpoint they had in front of Salley a few weeks ago.

I would just tell the people ordering to come pick it up curbside. I'm sure if you explain that fsu pd are jerks they'll come out to the curb to get their food.

Thats what I did when I worked at Jimmy Johns. Id just give them a call and have them come pick it their food curbside in front of the dorm.

I wish they would get back to policing the Call and Chieftan Way area. The people are nuts in the way they drive and walk. They need to start handing out jaywalking citations and stop sign running. I was at that intersection leaving today and had to make 3 false starts for people not waiting their turn to go then some asswipe comes barreling through on a skateboard weaving between a BMW that tried to jump ahead of me and my car. I had at least 3 people just step off the curb in front of me before I got to the the damn intersection. It's just a matter of time before somebody else gets run over.

It has been my experience that delivery drivers tend to be more reckless due to the time constraints put on them by their employer. Often seen speeding through traffic, violating traffic control devices, and not wearing the state required seatbelts. Some officers try and give most drivers a little leeway because the bottom line is your working to. However, and if I recall correctly you work for a local sub shop JJ, some drivers make it harder for the rest of you by driving like idiots. Example: running red lights, stop signs on campus(It is a full and complete stop by law but close would be better), and my favorite spinning your tires in an attempt to drift through the intersection of chieftan and call, oh with the delivery sign on top of the vehicle and yes from the establishment you work for. Busting your chops would be like 316.2005 - Door (opening into traffic), 316.2956 Violations relating to windshield, windows, and sunscreening material, 316.272 exhaust systems, impeding the flow of traffic, and many other obscure statutes out there but you get the idea. As far as the check point on call it depends on the verbage but the bottom line is a judge signs off on the plans and if says stop every car you have to stop every car. My suggestions once you come through the first time ask how long the check point will last, and then you can be stopped again later if you enter or drive around, the blocks not that big.
We can all agree that most college students simply are too distracted with phones, ipods, music, other people, alcohol, and the general inability to operate a motor vehicle. Yes, you’re violating law, but the simple answer is if you park in the road some idiot is going to hit you and destroy the very thing you’re working to maintain. If its unattended you may never find out who did it because they smashed your truck and took off, it happens daily, when they are sober.
So bottom line it’s a violation of law but more of a safety issue for everyone. I personally like the call to the vehicle idea but that’s on you and your cell phone. Also a good attitude, when confronted, goes a long way. Good luck and be safe on the road.

I did delivery for quite a while and I will point out that when the sign is on top of your car you instantly feel untouched by basic traffic laws.. This proved true for the most part.

At best buy you are on private property so police has not right to give a ticket.
As for Universities, they are their own country, you don't have to get building permits of environmental permits for building.. The only thing they need is state permits. So careful when you are on campus.

I think all the college kids should have to go back to kindergarden for basic cross the street skills. I was taking a customer to work in a 25mph zone actually only doin 20 and some dumb ass on the telephone with an earbud in the other ear walks out right in front of my truck. I slammed on the brakes and was like inches from them. They shot me a bird like I was the one that did something wrong. I can almost GUARANTEE if I had hit them I would have been charged. I know ya'll are busy Cash, but I wish ya'll could patrol Copeland more for those idiots.

That has happened to me to many times on campus. They think cars will just stop for them. Plus all those on their phone that just walk aimlessly around campus oblivious to what is happening around them.
