Fuel pressure regulator problems...help please

Hey guys..I have a manual 15psi fuel pump and am running the Holley regulator from a Holley blue pump..The problem is if the car dosen't start after the first few revolutions..the fuel pressure gauge goes from showing 8psi( which is what the car runs at if it starts and runs even throughout a complete run down the track) to about 12 psi and the car seems to flood...Do I have a bad regulator or do I need to run a return line to the cell? ( I currently do not have a return line because the literature said I didn't need one with the regulator) Help...thanks

I had a sim. prob. with the blue pump and reg.. What carb are you running? most holleys wont take 8psi, I changed the pump and the reg., and i didn't run a return line either. Mine was the reg., holley has them made overseas now, so junk comes to mind. haha When i redid the pump and reg i went to a mallory and droped the reg. factory set at 6.5 psi. That took care of my prob..
