As for your moms GT, the newer ones(99+) are going to be the best and she should be able to find a good used one with the cash she has. As for the body changes, there were the foxes up until 93. 94-98 Ford had the SN95 body style(like Brennans Cobra) and 99+ is the current model. As for the hp, I know the the newer ones have 265ish. I dont really know about the older ones(Someone else will know). For the fox, the best advice is to start looking and dont stop until you find what you want because with the fox body style, prices range from dirt cheap to outrageously high. Good luck.(even though you are turning on us  )
EDIT: For our purposes I've omitted the carburated cars. I figure you probably aren't going to be interested in a car that old ('85 and earlier) since most of them are so beat on by now.
Here's the skinny:
Foxes:
86-88 had speed density fuel injection (~210hp). Doesn't respond as well to mods and most guys convert it to the more modern mass air system that handles modifications better. 86's were the last year of the square headlight cars, and were also stuck with year-specific pistons and heads that worked with one another. So if you wanted to mod and go with a different head, you had to change pistons too. Also, if you find a California car, they got mass air a year earlier and '88 was also the last year for t-tops. If you happen to be looking for a t-top car and find an 85, BUY IT! Very rare Ford Executive car.
89 (~225 hp) was first year for mass air. Also, only year that had mass air without a driver's side airbag steering wheel.
90 (225 hp) as stated was first year for driver's side airbag and last year for the 10 hole rims. 25th anniversary cars got a chintzy little mustang badge on the dash
91 (225 hp) was first year for Pony rims, and because of those rims the front fender extension is slightly enlarged to allow for the larger 16" rim to turn without rubbing.
92 (225 hp) was the last year for stock forged pistons.
93 (225 hp) was last year of the fox body. Started using hypereutectic pistons in the 5.0's. Changed the map light from cheesey chromed plastic penis-thing to a regular light. Thank God. Only year of fox-bodied Cobra with special body cladding and hotter heads, cam, and intake. Grab one if you can, especially if it's an ultra-rare Cobra R model with the 94-95-style 17" black-only tri-spoke rims.
SN95 cars:
94-95 (225 hp for GT/~245 hp for Cobra)
EDIT: As Bryan stated, the 94/95 GT's were advertised as having 215 hp so that the drop in power for the next year's 4.6 2V didn't make the switch from pushrod engines look like a bad move. Dyno results show no loss in power between 93 and 94/95.
This was first year of the SN95 body style. Significantly more sturdy platform, although they still need subframes. Less squeaks and rattles. First year for all-new interior with dual cockpit design that is still used today. Only visible exterior difference is in the rocker panel extension behind the front wheels. 94's are straight all the way, while 95's have an extension that molds up into the fender/wheel well. 94-95 Cobras have standard hood, V6 rear bumper cover, and special trunk lid/spoiler with 3rd eye in spoiler only. Cool 17's wheel options become available. Only year that Cobra is available with removable hard top and that one only came in black. If you see one for sale, sell your children and get it.
95 Cobra R. ~200 made and not available for original purchase without a license from a racing sanctioning body. 351 Windsor, R wheels, Koni's, oil cooler, no radio, no air, no back seat, white with black interior only. Open Track brute that needs suspension. Badass.
96/97 was still SN95 body, but 4.6 2V (like 215 hp maybe and no torque) replaces 5.0 and 4.6 4V (305 hp) goes into Cobras. Cobra gets hood with nostrils, GT spoiler, and all get new vertical tailights and badging. Wheels on GT go to split 5-star design, while Cobra rims get argent paint in the ovals
98 GT wheels get argent paint, lose dash clock. Cobra gets 95 R-type wheels, though slightly different and only 17x8". Center console is redesigned without the flipup ashtray door, replaced by dual cupholders (for chix) and a little urine sample cup for your change.
99 (GT rates at 260 hp/Cobra "supposed to be" 320 hp) New Edge body style arrives. Basically the same SN95 chassis with different sheetmetal (same roof though). Ford goes to a different style gauge cluster, and also moves the defroster button under the radio. GT gets new wheels, as does Cobra.
Cobra rated at 320 hp, but most cars fall short of that on dyno and Ford issues recall for The Fix, which is basically an Extrude Honed intake, new computer chip, new cat back. It helps most cars get to where they should have already been.
Let me know if I've forgotten any important points.

Sorry, never read it. :| I have seen that book, though. I was an English composition major in my former life, and I guess I've read enough magazines to master their style of automotive journalism.

96-97 GT's are rated @ 215HP and 98 GT's have 225HP.
In 98, slight change in ignition system, lost the clock on the dash and gained cup holders in the center console. 10HP from all that... not bad.

production numbers for some rare mustangs:
93 cobra - 4000 something all hatch backs, no convertibles
93 cobra R - Less than 200. you wont be able to get one for less than 20,000 bucks.
95 cobra R. 250? had 6 cylinder seats, roll up windows,
99+ mustangs also got the coil-on plug ignition system, and returnless fuel system. GT's have the upgraded PI heads. Cobra motors no longer had the IMRC "butterflies" that opened up the extra 16 valves at a certain RPM. They now had a "tumble-port" intake design that fed all 32 valves at all times. Also first year for IRS in cobras.
99 electric green/parchment cobra production: 233
If you can find a T-top fox body, jump all over it!! I had a t-top 83 GT, and it was awesome!! If I could find a 88 california T-top car, I would be in heaven!! (last year for the t-tops, and mass air came out a year early in california)

Damn your a hard man! The last year for the carb was the first year for the roller cam. Those cars ran like mad, and I would like to find one of those maybe someday to play with. I have too many toys now as it is.
