Well, we'll see if thats true or not. If he really has produced a 400 horse motor that gets 110 mpg, i know who the next Bill Gates is.....
If you look at his test data, the weight of the car is substantially higher than a fox body - from 3600lbs up to almost 5000lbs (riding with 4 obese people?). I'd love a picture of what's in the engine bay. Since the displacement is 4.8 liters, I wonder if it's the GM/Vortec 4.8, or if it's something of his own craft. His article says the goal is to acquire excellent fuel economy in partial throttle conditions, while being able to deliver excellent power when required at full throttle. I hope his claims are true, I don't feel like driving a three cylinder hybrid 20 years down the road.
The laws of physics and thermodynamic suggest that he's full of shit, but we shall see I guess. I hope it's true, for the sake of our hobby and and all petrol engines.

If he does have the real deal, I bet he is reclaiming some the wasted heat energy by having it heat water into steam and using a plasma arc to ignite it. As for the added weight -it could be any combination of batteries, electric motors, and even boilers.
At high psi and/or high temp, water more easily breaks into it's component elements... using a decent size capacitor (like.5 Farad), it's trivial to get steam to not only break up into hydrogen and oxygen, but at the same time ignite it.
